TikTok Ads Cost in Japan (2026):
CPM, CPC and CPI Benchmarks, Minimum Budgets and How to Plan
TikTok ads in Japan typically cost ¥300–800 per 1,000 impressions (CPM), ¥30–100 per click (CPC) and ¥500–2,000 per app install (CPI), based on ZVA's campaigns in 2026. TikTok's official minimum is $50 a day per campaign, but optimization usually needs ¥10,000–30,000 a day to work. This guide covers how TikTok bills you, the official and practical minimum budgets, benchmark ranges by category (games, matching, reward apps, e-commerce, finance), what pushes costs up or down, and a sample first-month test budget that combines creative production and media spend.
Key takeaways
- ZVA benchmarks for Japan: CPM ¥300–800, CPC ¥30–100, CPI ¥500–2,000 for most apps, CPA ¥1,000–20,000 depending on the action
- TikTok's official minimum is $50/day per campaign and $20/day per ad group; in practice, plan about target CPA × 50 per ad group per week
- Most performance campaigns are billed per impression (oCPM), even when you set a target CPI or CPA
- Creative is the biggest cost lever: TikTok ads tend to fade in 7–14 days, so plan 3–5 new creatives a week
- A realistic first test in Japan is about ¥1 million a month all in, with roughly 30% going to creative
TikTok ads cost in Japan at a glance
TikTok ads in Japan are bought in an auction, so there is no fixed price list. What you pay depends on your objective, your audience, the season and, above all, how well your videos hold attention. Still, budgets have to start somewhere. The ranges below are ZVA benchmarks from campaigns we have run in Japan as of 2026. Treat them as planning ranges, not quotes.
| Metric | Typical range in Japan (ZVA benchmark) | What pushes it up or down |
|---|---|---|
| CPM (cost per 1,000 impressions) | ¥300–800 | Competition for the same audience; rises around year-end and bonus seasons |
| CPC (cost per click) | ¥30–100 | Broader targeting tends to be cheaper; finance and beauty run higher |
| CPI (cost per app install) | ¥500–2,000 for most apps | App genre, store page quality and creative strength |
| CPA (cost per action) | ¥1,000–20,000 | E-commerce purchase ¥1,000–5,000; finance account opening ¥5,000–20,000; job-site sign-up ¥3,000–10,000 |
The spread is wide for a reason. In our experience, strong creative can land well below these ranges, and weak creative can burn budget without producing results at all. The rest of this guide explains how to budget so you find out which one you have quickly and cheaply.
How TikTok charges you: billing and bidding
TikTok Ads Manager has four main ways of charging, according to TikTok's Business Help Center. Which one applies depends mostly on the campaign objective you choose.
| Billing method | You are charged | Typical use |
|---|---|---|
| CPM | Per 1,000 impressions | Reach and awareness |
| oCPM (optimized CPM) | Per 1,000 impressions, delivered to people likely to take your target action | The default for conversion and app install objectives, so this is how most performance campaigns are billed |
| CPC | Per click | Traffic, plus some conversion and app install setups |
| CPV | When someone watches at least 6 seconds or interacts within the first 6 seconds, whichever comes first | Video views |
On top of the billing method you choose a bid strategy. TikTok describes two main options: Maximum Results, which spends the budget to get as many results as possible without a cost target, and Target cost per result, which tries to keep your average cost near a number you set. Labels change from time to time, so go by what your Ads Manager shows.
"Pay per install" is usually still paid per impression. When you set a target CPI or CPA, TikTok uses it to steer delivery, but you are typically billed on an oCPM basis. If you want to pay only for actual installs or sign-ups, that is a contract with an agency (a performance-based plan), not a TikTok setting. We cover this in the fee section below.
Minimum budgets: the official floor vs. what actually works
TikTok's official minimums are low. The help center lists them in US dollars:
$50
Minimum daily budget per campaign (also the minimum lifetime budget per campaign)
$20
Minimum daily budget per ad group. Lifetime ad group budgets must cover $20 × scheduled days
At roughly ¥150 to the dollar, that is about ¥7,500 and ¥3,000 a day. Always check the minimum shown in your own Ads Manager in your account currency.
The catch: the minimum lets you launch, but it is rarely enough to optimize. Performance campaigns go through a learning phase while the system works out who converts. TikTok's help center says volatility typically starts to decline after about 25 campaign results or 7 days, and warns against edits that retrigger learning, pausing, and unreasonable budget or creative volume settings.
In practice, ZVA plans budgets so each ad group can collect around 50 conversions within a week, a long-standing rule of thumb for stable delivery. That gives a simple formula:
Weekly budget per ad group ≈ target CPA × 50. For a ¥2,000 target CPA, that is about ¥100,000 a week (roughly ¥15,000 a day). For a ¥5,000 target CPA, about ¥250,000 a week (roughly ¥35,000 a day).
For app installs, our working rule is a daily budget of at least 20 times your target CPI. If you are aiming for a ¥500 CPI, that means ¥10,000 a day or more. Across our campaigns, ¥10,000–30,000 a day (about ¥300,000–900,000 a month) is where optimization starts to work in Japan. Below that, the account spends most of its time learning.
Expect costs during learning to run above target. Based on ZVA's campaigns, CPA can swing to 1.5–2 times the goal before it settles. That is normal, and reacting to it with edits usually makes it worse.

Category matters as much as platform. The ranges below are ZVA benchmarks from campaigns in Japan; they vary widely by title, objective, platform and timing.
App installs (CPI)
| App category | CPI range (ZVA benchmark) | Notes |
|---|---|---|
| Games | ¥300–2,000 | Lower for casual and hyper-casual titles, higher for monetized RPGs |
| Matching / dating | ¥1,000–3,000 | Varies by target gender and age; ad review is strict for this category |
| Reward (points) apps | ¥200–400 | "Get a deal" messaging makes installs relatively cheap |
| E-commerce and marketplace apps | ¥500–1,500 | Fashion is visual and suits video; large general retailers face heavy competition |
| Finance (budgeting, investing) | ¥1,000–3,000 | Usually judged on account opening or identity verification rather than installs |
A low CPI is only good news if users stay and pay. Bidding progression (installs, then in-app events, then purchase value), iOS measurement and the split between the TikTok feed and TikTok Ad Network are covered in our guide to app and game user acquisition in Japan.
Web conversions (CPA)
- E-commerce / D2C: about ¥1,000–3,000 per purchase for products under ¥3,000, and about ¥5,000–15,000 for higher-priced items. Beauty, food and fashion tend to perform well because the product is easy to show.
- Beauty: about ¥2,000–8,000. Before-and-after creative is strong, but claims must respect Japan's rules on misleading representations (see our overview of advertising rules for foreign brands; not legal advice).
- Finance: about ¥5,000–20,000 per account opening and ¥10,000–30,000 per loan application. Costs are high, but so is customer lifetime value.
- Recruiting and education: about ¥3,000–10,000 per sign-up, rising to ¥10,000–30,000 if you count booked interviews.
What moves your costs up or down
1. Creative quality and creative fatigue
Creative is the biggest variable in TikTok costs. Viewers decide in the first one to two seconds whether to keep watching, and that hook rate flows through to click-through rate, conversion rate and, eventually, what the auction charges you. In one ZVA app campaign, we tested 10 different hooks on an otherwise identical video; the best and worst differed in CPI by about three times.
Winners also wear out. Based on ZVA's campaigns in Japan, a TikTok ad typically starts to fade after 7–14 days. As frequency climbs, click-through rate drops, the system gives the ad less priority and CPM rises. Warning signs to watch daily:
- Click-through rate down 20% or more from its peak for three days running
- CPM up 30% or more from launch
- 7-day frequency above 3 (above 5, replace the ad)
The fix is a steady supply: in our experience, 3–5 new creatives per week keeps an account fresh. Not all of them need new shoots. Swapping only the opening hook, the on-screen text or the music on a proven video often extends its life at a fraction of the cost.
2. Targeting
Narrow targeting feels efficient but usually backfires on TikTok. A small audience pool slows learning and pushes CPM up. Start broad (country, plus age only when there is a clear reason), let the system find converters, then shift budget toward the segments that perform while keeping some broad delivery running.
3. The learning phase and how you edit
Changing targeting, bids, the optimization event or large chunks of creative can restart learning. As an operating rule, ZVA keeps budget changes under 20% at a time and avoids switching ad groups on and off. Duplicating near-identical ad groups also hurts, because they compete against each other in the same auction.
4. Season and competition
CPM tends to rise around year-end and Japan's summer and winter bonus seasons. For apps, based on ZVA's campaigns, CPI across categories can rise 10–30% in November and December as e-commerce spending floods the auction. Run tests in quieter months when you can.
5. What happens after the click
A mismatch between the ad and the app store page or landing page raises CPI and CPA even when the ad itself is strong. Make the first store screenshot echo the ad's message, and write the landing page in natural Japanese. Our guide to localizing vertical video ads for Japan explains why translated ads and pages tend to underperform.
Sample monthly budget for a first test in Japan
A useful first month answers two questions: which messages and hooks work in Japan, and what CPI or CPA you can realistically reach. Here is an illustrative plan for an app or e-commerce brand. It is an example for planning only, not a quote.
| Item | Example amount (excl. tax) | Basis |
|---|---|---|
| Media (TikTok ad spend) | ¥600,000 | ¥20,000 a day for 30 days, inside the ¥10,000–30,000 daily range where optimization starts to work |
| Creative: new videos | From ¥300,000 | 6 vertical videos testing different angles. ZVA's 6-video pack base rate, from ¥50,000 per video (overseas projects quoted individually) |
| Creative: hook variations | ¥30,000–90,000 | 6 opening swaps on existing videos at ¥5,000–15,000 each (ZVA option pricing) |
| Measurement | Varies | Apps need a measurement partner (MMP) such as AppsFlyer or Adjust; web campaigns can use the free TikTok Pixel |
| Operation | Varies by model | Fee-based agencies typically charge 15–20% of media (¥90,000–120,000 here); performance-based plans work differently (next section) |
That puts a realistic first test at roughly ¥1 million all in, with media around 60–70% and creative around 30%. You can start smaller, from about ¥300,000 in media a month, but then focus on one or two ad groups, prepare 5–10 creatives and give it at least two to three weeks.
If the test works, scaling is mostly a creative problem. In our experience, around ¥1 million a month in media calls for 15–30 new creatives a month, and around ¥3 million a month calls for 30–50.
Agency fees and performance-based plans
If you work with an agency in Japan, there are three common fee models:
| Model | How it is calculated | Your risk | Production |
|---|---|---|---|
| Fee-based | 15–20% of media spend | Medium: the fee applies whether or not results come in | Usually billed separately |
| Fixed monthly | Around ¥200,000–500,000 a month | Higher: a fixed cost regardless of results | Usually billed separately |
| Performance-based | Agreed price per result × number of results | Lower: you pay when results occur | Sometimes included |
Performance-based plans suit app installs and clearly measurable online actions, because the result is easy to define. The price per result is usually set higher than a fee-based CPA, since the agency carries the media and creative risk. Before signing, agree in writing on the exact conversion event (install, first open or sign-up), the measurement tool and attribution window, the creative approval flow, and the contract term.
Whichever model you pick, ask how many new creatives per month the fee includes. A low fee rate means little if the account runs out of fresh videos in the second week.
Summary: plan the budget around creative volume
TikTok's official minimum is $50 a day per campaign and $20 per ad group, but stable optimization in Japan usually needs ¥10,000–30,000 a day and roughly 50 conversions per ad group per week. Based on ZVA's campaigns, typical ranges are CPM ¥300–800, CPC ¥30–100 and CPI ¥500–2,000 for most apps, with reward apps lower and matching and finance apps higher.
The lever that moves those numbers most is not a bid setting. It is the supply of Japan-native vertical videos: strong hooks, tested quickly and replaced every one to two weeks.
That is what ZVA is built for. We produce vertical video ads with in-house Japanese talent in our own studio, from ¥50,000 per video (overseas projects quoted individually) with delivery in as few as 5 business days, and we run TikTok, Meta and Google campaigns with performance-based plans available. We work in Japanese, English, Korean and Chinese. Tell us your target CPI or CPA and we will propose a test plan and quote.
